Ошибка CISCO WebDialer API, The AXIS engine could not find a target service to invoke в чем может быть проблема?

Добрый день.
Пытаюсь разобраться с CISCO WebDialer API.
Посылаю на адрес

https://SERVER:PORT/webdialer/services/WebdialerSoapService70

следующий запрос:

И в ответ получаю:

The AXIS engine could not find a target service to invoke!  targetService is WebdialerSoapService70

При попытке зайти через браузер на адрес:

https://SERVER:PORT/webdialer/services/WebdialerSoapService70

Выводится следующее:

AXIS error
No service is available at this URL

В чем может быть проблема? Я неправильно создал SOAP запроc или сервис просто не запущен?
