Я слышал, что такой прием используется в подстановочно-перестановочных сетях, но Blowfish ведь блочный алгоритм?
Так вот, можете мне объяснить, для чего это нужно, и как это используется в алгоритмах?

В блочных шифрах они нужны для того же что и в подстановочных сетях - для добавления нелинейности.
