Причин может быть много.
Пару решений:
1. Переименовать .htaccess в корне фтп
2. Для PrestaShop v1.5+
Открыть config/defines.inc.php
Найти: ('_PS_MODE_DEV_', false);
Изменить на: ('_PS_MODE_DEV_', true);
