Скорее всего, файлы закодированы с помощью IonCube PHP Encoder

Расшифровать можно, но проще и дешевле будет написать заново, чем расшифровать файлы так, чтобы их можно было использовать повторно.

Берешь дебаггер, ставишь брейкпоинт где-то в точке входа, и проходишь внутрь, пока не найдешь штуку, которая расшифровывает эти файлы.
